Can't help much there - paid for Photoshop. Bu you could try Gimp. I used to use Picasa but "they" 1st replaced iPhoto with an inferior item and NOW they've kicked Picasa into the long grass too.
I'm currently looking at >>>-----> http://www.nchsoftware.co.uk but haven't found out whether the few Quid is per annum or for life yet.
Picasa let me make Collages & NCH has one with "Photo" in title which allows Collages.

I'm not keen to pay the monthly subscription on Adobe Photoshop CC, but PS is all I know. What are other people successfully using?

Picasa still works brilliantly - they've just stopped developing it. You can still download.
DxO optics Pro is good for RAW & Jpg files but if you want to do masking, etc, the On1 is good plus it has effects you can use.
Another intuitive program is Photodirector 7 - does RAW files and more.
I am comfortable with Photoshop.... the subscription includes Lightroom which I've come to rely on to organise my photos. I like to 'play' with various systems.. but in the end Photoshop (although massive overkill for me 90% of the time) is a solid choice. I've heard good things about GIMP and programs such as Luminar by Macphun are interesting (although they don't have catalogue features)
