I don't know if you ever got an answer to your question but I will give it a whirl. For future reference, if you have a question related to blip or anything you wish to ask the directors, you should open a support ticket. This section is not monitored by them.
To answer your question, similar questions have been posed. If they offered a flag for a group of counties, such as the EU, it would open the floodgates for requests for other groups of countries which have flags representing them. Or someone asking to use the UN flag. It's a Pandora's box. I hope that made sense.
